The aim of the Ost-West-Wissenschaftszentrum (East-West-Science Centre) in Kassel is to support the scientific exchange with Central and Eastern European countries as well as to convey information on the landscape in science and technology in each of these countries. The Centre provides a forum for discussions between scientists from East and West, supports the transfer of sustainable technologies and provides consultance, technical support, and information.
Continuing services and programmes are currently available for the following countries: Russia, Poland, Czech and Slovak Republic, Hungary, Romania, Moldova, Ukraine and Belarus.

The Faculty of State Government (FSG) of the M.V.Lomonosov Moscow State University is the responsible project executing organisation in Russia. The FSG is a education and research department. Its tasks are elaboration of legal bases, research of problems of national guidance and regulation of domain of science and research in Russia.
The FSG takes active part in scientific-technologic co-operation between Germany and Russia and supports the development of scientific partner relations between German and Russian science researchers, university lecturers, new generation scientists and students.

The Center for Telecommunication and Internet Technologies (CTTI) of the M.V. Lomonosov Moscow State University is responsible for technical realization of the project. The CTTI is a scientific-technical department of the Moscow State University, whose task is it to develop the telecommunications and internet technologies based on the computer network of the MSU.
